The National Programme for Action on
Disability (NPAD), launched in March 2005, results from a decade of
UNDP's experience of working for people with disabilities in
Afghanistan through the earlier Comprehensive Disabled Afghan's
Programme (CDAP).
Following the learnings from CDAP's experience, NPAD focuses on
building capacities of government and other development actors to
strategize, coordinate, and implement disability-focused efforts in
Afghanistan. NPAD strives to ensure the rightful inclusion of
disabled people in all spheres of human activity by addressing and
breaking down social, political and economic barriers faced by the
disabled population in Afghanistan. The programme carries out this
through -
- raising awareness and commitment of government, civil society and
the international community in Afghanistan to disability as a rights
based, inclusive issue.
- enhancing the reach of quality services for disabled people in key
sectors of health, education, and livelihood through NGOs, DPOs, and
other development organizations.
- strengthening the capacity in the government for coordination,
management, and leadership in disability policy and practice.
- ensuring that development partners have access to relevant
knowledge and information to plan and implement development
activities for disabled people.
NPAD's main partners in the government include ministries of Martyrs
and Disabled, Labour and Social Affairs, Health, and Education. The
programme's current donors are Canadian International Development
Agency (CIDA), UNDP, US Agency for International Aid (USAID), and
Governments of France, Germany, Japan, Norway, Sweden, and
Switzerland.
